In March, the Qualification Reform Design Group delivered its initial advice to skills ministers who have the challenging task of managing a fit-for-purpose, complex VET education system.
The Group agrees that there is a need for a new system of VET qualifications, with the new model moving away from a “one size fits all” approach to designing qualifications based on their purpose, whether that be Purpose 1 qualifications with specific occupational outcomes or licencing requirements, Purpose 2 qualifications that may lead to related occupations within an industry, or Purpose 3 qualifications that provide cross-sectoral or foundational skills. It is envisioned that qualifications currently deemed suitable will be maintained, while new flexible training will be designed to improve learner outcomes.
